High Court Judge Okalany to deliver landmark lecture on war crimes at Victoria University

The landmark public discourse comes at a time when global attention continues to focus on accountability for war crimes, genocide, and crimes against humanity, particularly in conflict-affected regions across the world.

Kampala, Uganda: Victoria University is set to host High Court Judge Susan Okalany this week for a high-level public lecture focusing on global justice, accountability, and emerging challenges in international criminal law.

The lecture, organised under the University’s School of Law Public Lecture Series, will take place on Thursday, April 16, 2026, at the institution’s School of Law located at Market Plaza in Kampala from 10:00 am to 12:00 pm, with limited seating expected due to high demand.

Judge Okalany will deliver a keynote address on the topic: “Prosecuting War Crimes, Genocide and Crimes Against Humanity: Contemporary Issues in International Criminal Justice.”

The landmark public discourse comes at a time when global attention continues to focus on accountability for war crimes, genocide, and crimes against humanity, particularly in conflict-affected regions across the world.

Legal scholars say such engagements are critical in equipping students and practitioners with a deeper understanding of international criminal justice frameworks, including prosecution mechanisms, evidentiary challenges, and the role of national courts in complementing international tribunals.

Judge Okalany, who serves in Uganda’s High Court, is expected to draw from her judicial experience to provide insights into both domestic and international legal systems, offering participants a practical perspective on complex legal processes.

Open Platform for Legal Community

According to Victoria University officials, the lecture is open to students, legal professionals, and members of the public, positioning it as a platform for knowledge exchange and professional engagement. “This is a rare opportunity to learn directly from one of Uganda’s finest legal minds,” the message on the social media graphic read, encouraging wide participation.

The initiative forms part of Victoria University’s broader effort to strengthen legal education and foster informed debate on contemporary global issues.

Public lecture series have increasingly become a key feature in Uganda’s academic institutions, providing forums where theory meets practice, and where students interact directly with experienced practitioners in the field.

Experts note that discussions on international criminal justice are particularly relevant for Uganda, given its historical and ongoing engagement with international legal institutions and transitional justice processes.
