Man, 39, arrested over defiling 8-year-old girl after viral video

Wakiso, Uganda: The Territorial Police in Wakiso District have arrested a boda boda rider in connection with the aggravated defilement of an 8-year-old girl after a disturbing video of the incident circulated on social media.

The suspect, identified as Ssebagala Moses, 39, was apprehended following public outcry and police investigations into the April 16 incident in Mabombwe Village, Mende Sub-county.

“Following a video circulating on social media showing a man allegedly defiling a female juvenile, Police in Wakiso have arrested the suspect seen in the footage. He is being held in connection with the aggravated defilement of an 8-year-old girl,” Kampala Metropolitan Police spokesperson Rachael Kawala, said in a Friday evening statement.

According to Ms Kawala, the suspect allegedly lured the child and her sister by giving them a phone to watch cartoons before committing the offence.

“It is alleged that the victim was outside with her sister when the suspect approached them. He gave the children a phone to watch cartoons and placed the victim on his lap, where he was allegedly seen defiling the 8-year-old,” the statement adds.

The incident, which was discreetly recorded and later shared online, prompted swift police action leading to the suspect’s arrest.

Police confirmed that the suspect is currently in custody and will be produced in court as investigations continue.

SP Kawala strongly condemned the act, describing it as a grave violation of children’s rights. “We strongly condemn all forms of child abuse. We urge parents and guardians to remain vigilant and closely supervise their children at all times.”

Police say investigations are ongoing to establish further details surrounding the incident, with a commitment to ensure justice for the victim. “We remain committed to thoroughly investigating such acts and ensuring justice for victims,” Kawala emphasized.

Authorities have also urged the public to report any suspected cases of child abuse to enable timely intervention.

The case has reignited concerns over child safety and the increasing vulnerability of minors to abuse.

According to the Uganda Police Annual Crime Report 2025, cases of defilement remain among the most reported offences, with thousands of incidents recorded annually, highlighting persistent gaps in child protection.

Experts say increased community vigilance, parental supervision, and swift law enforcement response are critical in preventing such crimes.
