Gov’t orders anti-bribery disclaimers in public service job adverts

Authorities believe the reforms will not only reduce corruption but also improve efficiency in payroll and pension administration, areas that have previously faced scrutiny.

Kyankwanzi, Uganda: The Government has directed that all public job advertisements must carry clear anti-bribery disclaimers, as part of renewed efforts to eliminate corruption in recruitment across local governments.

The directive was issued by Ben Kumumanya during the opening of a two-week orientation for Heads of Human Resource at the National Leadership Institute, Kyankwanzi.

Kumumanya said the new measure is intended to deter bribery by clearly informing job seekers that government recruitment is free of charge.

“All government jobs must be advertised with disclaimers urging the public to desist from bribing recruitment officers. Recruitment into government jobs does not attract any fees,” he emphasized.

The move comes amid growing public concern over alleged corruption in hiring processes, particularly at local government level.

The orientation has brought together 237 Heads of Human Resource from across the country in a coordinated effort by the Ministry of Local Government Uganda, the Ministry of Public Service Uganda, and the National Leadership Institute Kyankwanzi.

The training is designed to strengthen professionalism and reposition HR officers as strategic actors in public service delivery.

“Participants are expected to develop an effective human resource management function in the public service and design strategies to combat corruption during recruitment, payroll access, and pension management,” Kumumanya noted.

Officials say the program is anchored on core values of patience, commitment, and sacrifice, aimed at transforming how human resource functions operate within government structures.

The initiative also seeks to streamline recruitment systems, ensure transparency, and restore public trust in government hiring processes.
