LIST: Prisons announce transfers, appointments in major shake-up

Among the notable appointments, Mr Emmanuel Muchunguzi (SSP) has been named RPC Mid-Eastern (Soroti), while Ms Allen Malemo (SP) takes over as OC Kanungu Prisons. Mr Vian Mugisha (ASP) has been appointed OC Aswa III Prisons, and Mr Simon Peter Ingabati (ASP) moves to OC Bamunanika Prisons.

The reshuffle comes as part of ongoing institutional reforms within the Prisons Service to improve operational efficiency, strengthen leadership structures, and enhance accountability across facilities nationwide.

Kampala, Uganda: The Uganda Prisons Service (UPS) has announced a sweeping reshuffle involving key appointments, transfers, and leave of officers in a move aimed at strengthening service delivery and enhancing professionalism across the institution.

According to Senior Commissioner of Prisons Frank Baine Mayanja, the changes contained in a press release dated Thursday, April 30, were directed by the Commissioner General of Prisons and take immediate effect.

The reshuffle, he said, affects senior and mid-level officers across multiple regions, with several new Officers-in-Charge (OCs), Regional Prisons Commanders (RPCs), and operational roles reassigned.

Among the notable appointments, Mr Emmanuel Muchunguzi (SSP) has been named RPC Mid-Eastern (Soroti), while Ms Allen Malemo (SP) takes over as OC Kanungu Prisons. Mr Vian Mugisha (ASP) has been appointed OC Aswa III Prisons, and Mr Simon Peter Ingabati (ASP) moves to OC Bamunanika Prisons.

In the transfers, senior officer Mr Alex Mukkola Oloka (CP) has been redeployed from RPC Northern (Gulu) to Prisons Headquarters, while Mr Ronald Kalali (ACP) moves to RPC Mid-Northern (Lira). Mr Godfrey Kumakech (SSP) has been assigned as RPC Northern Region.

Mr Baine also confirmed officers proceeding on leave and others selected for professional courses as part of capacity-building efforts within the service.

The reshuffle comes as part of ongoing institutional reforms within the Prisons Service to improve operational efficiency, strengthen leadership structures, and enhance accountability across facilities nationwide.

Mr Baine said all Regional and District Prisons Commanders have been directed to supervise handovers to ensure a smooth transition of duties.
