Mbale, Uganda: The Uganda Registration Services Bureau has commenced nationwide stakeholder engagements on the implementation of the Non-Individual Register (NIR), a new centralized system intended to streamline registration and oversight of entities operating in Uganda.
The first engagement session was held Tuesday at Mount Elgon Hotel in Mbale City, bringing together Chief Administrative Officers, District Commercial Officers, and Community Development Officers from districts across the Bugisu sub-region, including Mbale, Manafwa, Bududa, Sironko, Bulambuli, and Namisindwa.
Speaking on behalf of Registrar General Mercy K. Kainobwisho, Commissioner Finance and Administration Ambrose Ekaju described the rollout as a major reform aimed at improving transparency, efficiency, and coordination in entity registration.
According to Ms Kainobwisho, the Non-Individual Register will serve as a single repository for all non-individual entities operating in Uganda, including companies, NGOs, cooperatives, associations, and partnerships.
“For a long time, entities have been registered across multiple agencies, resulting in fragmented data, duplication, and inefficiencies,” the Registrar General noted.
She added that the new system will simplify access to services, improve compliance, and strengthen inter-agency coordination.
Government Backing
Mbale City RCC George William Wopuwa, who officiated as guest of honour, said the initiative follows amendments to Section 4 of the Tax Procedures Code (Amendment) Act 2025.
He explained that government had formally mandated URSB to establish and maintain a centralized database of all registered and operating non-individual entities in Uganda.
Wopuwa praised URSB for efforts aimed at modernizing registration services and expressed confidence that the new system would improve accountability and access to reliable business information.
URSB called upon local governments, civil society organizations, development partners, and the private sector to support awareness and adoption of the new register nationwide.
Officials emphasized that the Bureau will continue conducting capacity-building and sensitization activities to ensure smooth implementation of the NIR.
