Kibuku, Uganda: Kibuku District ushered in a new political leadership following the official swearing-in of district leaders, headlined by LC5 Chairperson, Hajj Muhammad Nakeba, with calls for unity, accountability, and aggressive service delivery dominating the ceremony at the district headquarters.
The event, held on Tuesday, May 19, saw the swearing-in of the District Chairperson by Pallisa Chief Magistrate Lydia Kambedha before the formal handover by Chief Administrative Officer Adongo Roseline Luhoni.
Hajj Nakeba, who retained his seat in the January 2026 general elections, made political history by becoming the only district chairperson in the North Bukedi sub-region to secure a second consecutive term in office.
Addressing leaders during the ceremony, CAO Adongo urged elected officials to work closely with technical staff and prioritize the needs of wananchi instead of political differences.
She highlighted persistent challenges facing the district, including weak health infrastructure, limited local revenue collections, and growing pressure on public services. “We must work together to ensure effective service delivery and proper implementation of government programs.”
The CAO further tasked councillors with strengthening oversight and monitoring of government projects to promote accountability and proper utilization of public resources.

In his acceptance speech, the District Chairperson pledged to dedicate his new term to transforming Kibuku and called for cooperation across political divides. “Kibuku is for everybody,” he told councillors, while urging opposition leaders to work together with the district executive in advancing development programs.
In a strong poverty eradication message, the Chairperson encouraged leaders and residents to embrace commercial agriculture through coffee growing, cocoa farming, and tree planting to boost household incomes.
He also advised councillors to further their education and improve their qualifications, revealing that district leadership was ready to support capable leaders to transition into civil service opportunities.
According to the Chairperson, several former councillors had previously benefited from similar support and are now working in government sectors, including education, fisheries, accounting, and community development.
The district council later elected Masiga Muzamiru as Speaker after defeating Musote Wilberforce in a tightly contested vote supervised by Chief Magistrate Lydia Kambedha.
Out of 45 votes cast, one ballot was declared invalid. Hon. Masiga secured 31 votes while Hon. Musote obtained 13 votes.
Twoola Mike of Tirinyi Town Council was also elected Deputy Speaker after defeating Gonza Petwa by 28 votes to 15, with two invalid ballots recorded.

The District Chairperson later unveiled the district Executive Committee, which was unanimously approved by councillors.
The approved executive members include Nangejje Bashiri as Vice Chairperson, Majanga Augustine Moleka as Secretary for Works, Production and Technical Services, Ikoba Sulaiti as Secretary for Administration, Finance and Planning, and Naula Alice as Secretary for Social and Community Based Services.
The Chairperson also pledged to lobby for improved services in underserved areas, particularly health facilities in sub-counties that still lack health centres.
He revealed that the district had already budgeted for improvements at Kibuku Health Centre IV, including the construction of a maternity ward aimed at reducing congestion at the facility.
After the swearing-in ceremony, hundreds of residents gathered at Kibuku Primary School, commonly known as Kololo, to celebrate and interact with the newly sworn-in leaders.
Supporters expressed optimism that the new district leadership would focus on service delivery, infrastructure development, poverty eradication, and improved livelihoods during the 2026–2031 term.
