Cabinet confusion forces Museveni to swap Lumumba, Aceng ministerial roles

KAMPALA, Uganda: President Museveni has been forced to yet again do a mini-reshuffle of his new Cabinet after it emerged that veteran NRM mobiliser Justine Kasule Lumumba could not legally serve as Government Chief Whip as she is not an elected Member of Parliament.

The constitutional and procedural complication forced a swift intervention from the State House, resulting in a dramatic redeployment that saw the former Minister of General Duties swapped with ex-Health Minister Dr Jane Ruth Aceng just a day after the Cabinet list was released.

Under the original Cabinet unveiled on Tuesday, Mr Museveni, 81, had appointed Lumumba as Government Chief Whip while Dr Aceng had been named Minister for Information, Communications Technology and National Guidance.

However, legal and parliamentary experts quickly pointed out that the Government Chief Whip position requires a serving elected Member of Parliament because the office is central to coordinating government business inside Parliament.

Under Article 82A of the Constitution and parliamentary practice, the Government Chief Whip is responsible for mobilising MPs, managing government legislative business and ensuring party discipline within the House functions that require direct parliamentary membership and participation.

Lumumba, although a seasoned politician and former NRM Secretary General, currently serves in Cabinet as an ex officio minister and is not an elected MP in the 12th Parliament, creating a constitutional and operational dilemma.

Sources familiar with the developments told DailyExpress that the issue triggered urgent consultations within the government shortly after the Cabinet list became public.

To resolve the confusion, Museveni reportedly sanctioned a redeployment that transferred Lumumba to the ICT and National Guidance ministry while moving Dr Aceng to the Government Chief Whip position.

The reshuffle was quietly effected Thursday evening as the two ministers publicly confirmed their new assignments.

Lumumba posted on X: “Thank you, H.E. @KagutaMuseveni for redeploying me to the Ministry of ICT and National guidance. I am honored by the trust and ready to serve with dedication towards Uganda’s digital transformation agenda.”

Dr Aceng also confirmed her reassignment, writing: “I am humbled by H.E. @KagutaMuseveni’s trust in redeploying me as Government Chief Whip for 2026-2031. I commit to no sleep, disciplined service and unity in the House.”

The development means Aceng now returns directly to frontline parliamentary coordination after years serving in the health sector, where she became one of Uganda’s most recognizable ministers during the COVID-19 pandemic and subsequent Ebola response efforts.

Political analysts say Aceng’s parliamentary experience and elected status as a Woman MP for Lira City made her a more legally suitable choice for the Government Chief Whip role.

The Chief Whip position remains one of the most politically strategic offices in government because it acts as the link between Cabinet, the ruling NRM parliamentary caucus and the Speaker’s office during legislative business.

Lumumba’s redeployment to ICT and National Guidance now places her at the centre of government communication, digital transformation and national ideological mobilisation under Museveni’s “Kisanja No Sleep” administration.

The incident nonetheless exposed the delicate balancing act involved in Cabinet formation and the constitutional technicalities surrounding parliamentary leadership appointments.
