Two remanded over forged land title in Luwero

According to investigators, the accused are alleged to have conspired with other suspects still at large between 2022 and 2026 to forge a certificate of title for land located on Bululi Block 239, Plot 23.

Luwero, Uganda: The Wobulenzi Grade One Magistrate’s Court has remanded two suspects on charges of forgery, uttering a false document, and conspiracy to commit a felony following investigations into an alleged land title fraud in Luwero District.

The suspects, Nkalubo Mulodokayi Ssekakoni and Hassan, were arraigned in court after a joint operation involving the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

The duo was remanded until July 6, 2026, as investigations continue.

According to investigators, the accused are alleged to have conspired with other suspects still at large between 2022 and 2026 to forge a certificate of title for land located on Bululi Block 239, Plot 23.

Prosecutors allege that the forged title was falsely presented as having been issued by the Ministry of Lands, Housing and Urban Development, when in fact it had not.

Court heard that the suspects allegedly presented the duplicate certificate of title at the Bukalasa Ministry Zonal Office (MZO) in Luwero District, seeking to register the property under Letters of Administration for the estate of the late Yasoni Zawaya.

The alleged fraud was reportedly uncovered after the document was forwarded to a data entry clerk for processing.

According to investigators, the officer immediately raised concerns about the authenticity of the title after noticing irregularities and alerted the receptionist.

The document was subsequently examined by the Senior Registrar of Titles, who reportedly confirmed that it was a forgery after identifying several discrepancies.

The suspects were allegedly called back to the ministry offices, where they were arrested before being charged.

Authorities say investigations are continuing to trace other individuals believed to have participated in the alleged land fraud scheme.

The State House Anti-Corruption Unit said the operation forms part of ongoing efforts to combat land-related fraud and protect the integrity of Uganda’s land registration system.
