Musasizi: Public procurement key to Uganda’s $500bn economy target

The Finance Minister said all government entities must embrace the transition to electronic procurement, noting that procurement systems should support transparency, efficiency and value for money.

Kampala, Uganda: Finance Minister Henry Musasizi has called for the accelerated implementation of public procurement reforms and the full adoption of the Electronic Government Procurement (e-GP) system, saying efficient procurement will play a critical role in Uganda’s ambition to grow its economy to US$500 billion by 2040.

Musasizi made the remarks on Friday while receiving a briefing from the Public Procurement and Disposal of Public Assets Authority (PPDA) Board, led by Chairperson Julius Ishungisa, accompanied by Executive Director Canon Benson Turamye and other senior officials.

The meeting focused on PPDA’s mandate and the contribution of public procurement to Uganda’s economic transformation under the government’s Tenfold Growth Strategy.

The Finance Minister said all government entities must embrace the transition to electronic procurement, noting that procurement systems should support transparency, efficiency and value for money.

“The transition to the Electronic Government Procurement (e-GP) must be embraced by all government entities. Public procurement must also be aligned to the tenfold growth strategy to transform Uganda into a US$500 billion economy by 2040,” Musasizi said.

He also called for the completion of ongoing procurement reforms to streamline government purchasing processes and eliminate corruption, wastage and other leakages in public expenditure.

PPDA Board Chairperson Julius Ishungisa highlighted the Authority’s mandate, which includes setting procurement standards, monitoring compliance, advising government and procuring entities, building national procurement capacity, and promoting competitive, transparent and value-for-money procurement practices.

He noted that public procurement remains one of the country’s biggest economic drivers, accounting for approximately 65 percent of Uganda’s national budget.

PPDA Executive Director Canon Benson Turamye said the Authority has introduced several reforms to improve procurement efficiency and accountability.

He revealed that PPDA has developed a standardised unit cost framework for roads to improve cost estimation and enhance consistency in infrastructure procurement.

Turamye added that through the Digital Contracts Monitoring System (CMS), the Authority is currently tracking 1,296 government projects valued at approximately Shs1.2 trillion.

He further disclosed that on June 24, 2026, PPDA issued Guideline No. 1 of 2026 on the procurement of aggregated requirements, requiring government entities to utilise National Framework Agreements when placing procurement orders.

The Authority has also issued Reservation Guideline No. 11, aimed at increasing participation of youth, women and persons with disabilities (PWDs) in government procurement by reserving selected procurement opportunities for Special Interest Groups.

Turamye announced that more than 100 additional government institutions will be enrolled onto the Electronic Government Procurement (e-GP) platform during the 2026/27 financial year as government continues digitising public procurement.

The reforms form part of broader government efforts to strengthen transparency, improve service delivery and ensure public resources deliver maximum value in support of Uganda’s long-term economic transformation agenda.
