IGP Ochola transfers 69 officers in latest police reshuffle

The changes mainly affected officers at the rank of Commissioner of Police (CP) and Assistant Superintendent of Police (ASP) most notably being CP Polly Namaye returning to the police Public Relations Department as Deputy Spokesperson.

KAMPALA, UGANDA: The Inspector General of Police, IGP John Martins Okoth Ochola has made new changes and appointments in the police force with up to 69 officers given new roles in the latest reshuffles.

The changes mainly affected officers at the rank of Commissioner of Police (CP) and Assistant Superintendent of Police (ASP) most notably being CP Polly Namaye returning to the Public Relations Department as Deputy Police Spokesperson.

Namaye who had just returned from a UN mission in South Sudan will now take over her previous role as Enanga’s deputy spokesperson to replace her predecessor ACP Claire Nabakka who has been transferred to the role of deputy police spokesperson in charge of the public relations.

In other changes, Senior Superintendent of Police (SSP) Bashir Ssempala has been appointed as the Kampala Metropolitan Community Liaison Officer while Assistant Commissioner of Police (ACP) David Manzi becomes the new commandant of the Very Important Persons Protection Unit (VIPPU).
He replaces ACP Emmanuel Mukama who has since been sent to police technical services as the commandant.

VIPPU officers guard heads of institutions among others UNRA, KCCA, URA, Electoral Commission, Chief Justice and judicial officers as well as being hired to offer guard and protection services to wealthy persons and socialites. The unit is under the directorate of Counter Terrorism in Police.

ACP Charles Mutungi has been appointed as Head of Inspections at Kibuli CID headquarters whereas ASP Daniel Asobasi Okumu has been appointed as the regional training officer for Sipi region in the other changes.

Additionally, SP Ahmed Madira is now deputy Regional Police Commander for Mount Moroto region replacing SP Ronnie Waiswa who has been sent to the Human Resources department at the police headquarters pending investigations.

The new changes have also seen SP Abas Ssenyonjo moved from Kira division to become DPC for Namisindwa district replacing SP Swagiya Nabunya who has been sent to human resources pending investigations.

ASP Jackson Maumbe who has been on a UN mission has been appointed as the Kalaki DPC to replace SP Tonny Ondoga who has been sent to human resource headquarters at Naguru pending investigations.

The reshuffle has also seen SSP Joseph Kirabo sent to the Professional Standards Unit as the officer in charge of investigations whereas D/ASP Stephen Waako is appointed the officer in charge of operations at PSU, D/ASP Richard Lukungu is now the admin at PSU and D/ASP Alfred Okello is appointed as the officer in charge of records at PSU.

By the look of things, the latest changes were meant to ensure deployment of officers who have returned home from various missions in South Sudan and Somalia under the UN and African Union respectively.

Sources within the forces speaking on condition of anonymity say officers who have been sent to the human resource directorate headquarters are headed for disciplinary action over various cases.
