PS Bagiire named 2024 Development Champion for efforts in Uganda’s diplomatic excellence

Kampala, (UG):- Hon. Bagiire Vincent Waiswa, Permanent Secretary of the Ministry of Foreign Affairs, has been recognized with the prestigious Uganda Development Champions Award by Public Opinions alongside 99 others for his outstanding contributions to promoting and implementing Uganda’s foreign policy.

As a seasoned diplomat and leader, Bagiire has played a crucial role in promoting Uganda’s interests abroad. His vision for a secure nation with prosperous people has guided his efforts in promoting regional and international peace and security, commercial and economic interests, regional and continental integration, and adherence to international law and commitments.

Under Bagiire’s leadership, the Ministry of Foreign Affairs has strengthened diplomatic protocol and consular services, promoted Uganda’s image abroad through public diplomacy, and enhanced institutional capacity.

Bagiire has also overseen the development of key departments, including the Department of the African Union, the Department of Diaspora Services, the Department of Asia and Pacific Region, the Department of East African Community and Ring States Department, and the Department of European Relations.

His achievements are a reflection of his exceptional leadership skills, vast experience, and academic credentials.

Profile Background

Bagiire holds an MBA (Hons) from Glasgow Caledonian University, MSC (Hons) in Macroeconomics from the University of Bradford, and a Bachelor of Laws from the Robert Gordon University, Aberdeen.

As a thought leader in the ICT field, Vincent has worked in the sector since 1998. He has served as the Chief Executive Officer of (link unavailable), a Washington DC-based IT policy not-for-profit, and as the Permanent Secretary of the Ministry of ICT and National Guidance.

Prior to joining the Ministry of ICT and National Guidance, he was a Member of Parliament and Chairperson of the Parliamentary Sessional Committee on Information and Communication Technology.

Hon. Bagiire’s commitment to public service and leadership has earned him numerous accolades, including being recognized as an Ashoka Fellow for Life, Archbishop Desmond Tutu Leadership Fellow, and alumnus of the Young Global Leadership Programme of the World Economic Forum.

In his current role as Permanent Secretary of the Ministry of Foreign Affairs, Vincent has demonstrated his dedication to achieving President Museveni’s vision for a secure and prosperous Uganda.

Bagiire’s recognition with the Uganda Development Champions Award is a well-deserved honour and a testament to his tireless efforts in promoting Uganda’s interests abroad according to Agatha Nalubwama, a Senior Leader at Public Opinions International.

The recognition of these 100 individuals is a significant milestone in Uganda’s development journey. It highlights the importance of collective efforts in achieving the country’s vision of transforming into a competitive upper-middle-income country by 2040.

Dr Aggrey Kyobuguzi, a Certified Public Opinions Fellow says the recognized individuals have demonstrated unwavering commitment to realizing President Yoweri Kaguta Museveni’s vision and will feature in the Uganda Hidden Facts Booklet and the Uganda Development Champions Journal.

The recognition is a result of a six-month survey conducted by Public Opinions, a field-based organization working towards the attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals. The survey identified individuals who have made significant strides in leadership, public awareness, and investment advisory.

As Public Opinions continues to work towards this vision, the recognition of these development champions serves as a motivation to others to follow in their footsteps and contribute to Uganda’s development.
