Soroti, Uganda: The National Resistance Movement (NRM) Vice Chairperson for Eastern Uganda, Capt. Mike Mukula has declared his intention to retain his seat on the Central Executive Committee (CEC) in the forthcoming 2025–2030 term, unveiling a comprehensive strategic work plan aimed at ideological reawakening, economic transformation, and digitally driven youth mobilization.
Speaking to DailyExpress in an exclusive interview in Soroti City on Saturday, Capt. Mukula said the NRM at this critical stage requires “vibrant, down-to-earth CEC leadership with tested abilities,” adding that his new term will consolidate the gains of the past while repositioning the party for generational renewal.
“I have a commitment to embody a vision anchored on the consolidation of NRM’s ideological heritage, transformation of livelihoods, youth mobilization, and strengthening party structures for generational sustainability,” Mukula stated.
Ideological Reorientation
Mukula’s blueprint for the next term begins with rolling out national civic and ideological clinics across all sub-regions, aimed at reviving the NRM’s historical mission.
“We must institutionalize patriotic clubs and NRM study circles in secondary schools, universities, and vocational institutions,” he said, noting that ideological clarity must become a permanent fixture in Uganda’s political culture.
He further pledged to launch a Museveni Doctrine Series to digitally disseminate the President’s teachings and establish “model parishes” where NRM values are converted into real-time socio-economic outputs.
Mukula emphasized the need for grassroots-driven economic growth and announced plans to spearhead enterprise incubation hubs at the district level focusing on agriculture, agro-processing, ICT, mining, and tourism.
He vowed to mobilize youth and women under the NRM Wealth Warriors initiative targeting one million beneficiaries, trained in enterprise skills, digital commerce, and cooperative management. “A strong economy must begin from the bottom up, not the top down,” Mukula emphasized.
He called for reforms in SACCO operations, optimization of the Parish Development Model (PDM), and access to affordable capital for value-addition in coffee, citrus, dairy, rice, cassava, sugarcane, and fishing across eastern sub-regions, including Teso, Bukedi, Busoga, Bugisu, and Sebei.

Reinforcing Party Structures
The former Soroti Municipality MP said NRM’s internal strength must be measured through institutional discipline, performance dashboards, and digital transformation. “A party without a solid structure is like a house without a foundation,” Mukula said.
He proposed the establishment of a CEC–Subnational Dialogue Framework to improve coordination between national and district leadership, while reinforcing village-to-national level youth, women, veterans, and diaspora wings.
Mukula also revealed plans to launch an NRM Future Leaders Academy to train over 2,500 youth in public policy, governance, and leadership ethics, alongside tech-driven enterprise development in partnership with the Ministry of ICT and Uganda Investment Authority.
He also wants the creation of an NRM Talent Bank to profile skilled youth for mentorship, deployment, and appointment to public office.

Cross-cutting strategic objectives
Mukula listed four cross-cutting goals for the 2025–2030 CEC term:
- National Unity & Security: Strengthen peace, stability, and inter-ethnic cohesion.
- Institutional Integrity: Promote internal party accountability and ethical leadership.
- International Partnerships: Reposition NRM within Pan-African, China-Africa, and regional development blocs.
- Service Delivery Monitoring: Partner with RDCs, MPs, and LCVs to ensure grassroots access to roads, schools, healthcare, and PDM funds.
“The next chapter of our Movement demands visionary leadership, strategic discipline, and people-centered governance,” Mukula said, affirming his commitment to “secure the destiny of Uganda and deepen the roots of the revolution.”
