Kampala, Uganda: The Uganda Communications Commission (UCC) has blocked at least 500 websites flagged for distributing pornographic content, in a calculated renewal of the enforcement of national content regulations.
The directive, issued on April 2, has been successfully implemented by telecom providers, according to UCC spokesperson Ibrahim Bossa, who says the move is anchored in the Uganda Communications Act, which mandates the regulator to set standards, monitor content, and enforce compliance across the communications sector.
Mr Bossa explained that Sections 5 and 10 of the Act empower the Commission to regulate communications services, while Section 33 specifically provides for enforcement of minimum broadcasting standards.
“These standards prohibit the broadcast of content that is contrary to morality and require that adult-oriented programs are appropriately scheduled,” Bossa stated.
The enforcement is also guided by the Uganda Communications Content Regulations, alongside provisions in the Penal Code Act that criminalise offences against morality and protect children from exposure to explicit material.

Officials revealed that the blocked platforms include both local and international websites, highlighting the cross-border nature of online content distribution.
However, UCC acknowledged a major limitation in enforcement, noting that users can still bypass restrictions using Virtual Private Networks (VPNs). Bossa admitted that while telecom operators have complied with the directive, such tools continue to undermine efforts to fully restrict access.
The Commission maintains that the crackdown is part of its broader mandate to safeguard the public, particularly minors, from harmful content.
UCC warned that exposure to pornography carries risks of mental, moral, and ethical harm, especially among young users.
Officials signalled that monitoring will continue, with the possibility of further action against operators or platforms found in violation of Uganda’s communications and content regulations.
