Inside MP Namatovu’s five-year development plan for Kamuli Municipality

The strategic plan was launched during a stakeholders’ meeting held at Kamuli Township Primary School on Thursday, bringing together elected leaders, municipal technical officers, councillors and administrators to align development priorities for the next five years.

Kamuli, Uganda: Kamuli Municipality Member of Parliament Mastula Namatovu has unveiled a five-year strategic plan aimed at strengthening service delivery, accountability, and coordination between political leaders and technical staff across the municipality.

The strategic engagement was launched during a stakeholders’ meeting held at Kamuli Township Primary School on Thursday, bringing together elected leaders, municipal technical officers, councillors and administrators to align development priorities for the next five years.

Among those in attendance were Kamuli Municipality Mayor Fred Balinango, chairpersons of Northern and Southern Divisions, members of the municipal council, and the municipal technical team led by Town Clerk Stanislaus Mangasa.

The meeting sought to establish a common development roadmap and improve collaboration between political and technical leaders in addressing challenges affecting residents.

Addressing stakeholders at the engagement, Namatovu pledged to institutionalise accountability throughout her tenure by convening annual review meetings involving all key stakeholders at the end of every financial year.

She said the engagements would provide an opportunity to assess progress, identify implementation gaps and adjust priorities based on emerging community needs.

“I expect to work together with Kamuli Municipal technical team and leaders through good information flow, support in policy implementation, problem resolution, collaboration and transparency to give service to the people,” Namatovu said.

The legislator emphasized that sustainable development can only be achieved when political leaders and technocrats work closely together while maintaining open communication channels.

She noted that regular consultations would help strengthen oversight of government programmes and ensure that projects respond to the actual needs of residents.

Namatovu further pledged to support efforts aimed at mobilising resources and lobbying for additional government interventions to address critical development challenges facing the municipality.

Mayor Highlights Infrastructure Challenges

Kamuli Municipality Mayor Fred Balinango used the meeting to highlight several pressing challenges that continue to affect service delivery and economic growth.

Among the concerns raised were congestion in trading areas, inadequate transport infrastructure, limited classroom space in schools and gaps in health service delivery.

“Our biggest pressure now is in the trade sector. The number of street vendors in town keeps growing and we lack space. We need a modern market like other municipalities and cities to accommodate them. This will bring order, improve revenue and make trade safer,” Balinango said.

The mayor appealed to the MP to use her position to lobby government and development partners for funding towards the construction of a modern market facility.

He also called for improvements to feeder roads to facilitate the movement of goods and services within the municipality.

In the education and health sectors, Balinango stressed the need for additional classrooms and expanded health infrastructure to meet the demands of a rapidly growing population.

Technical Team Presents Development Priorities

Kamuli Municipality Town Clerk Stanislaus Mangasa presented the municipality’s performance report and outlined the work plan for the new financial year.

He highlighted ongoing and planned projects in road infrastructure, water access, sanitation and market development.

“We have a clear work plan with targets. As the technical team we promise to work with the Member of Parliament to fulfil it for the benefit of Kamuli residents. With proper funding and teamwork, we can deliver,” Mangasa said.

The town clerk emphasized the importance of continued collaboration between elected leaders and technical officers in ensuring effective implementation of development programmes.

He expressed optimism that stronger coordination would improve project delivery and enhance public confidence in local government institutions.

Leaders Pledge Support

Division chairpersons and councillors pledged to mobilise communities and strengthen grassroots monitoring of government projects.

Stakeholders agreed that regular follow-up meetings, transparent budgeting processes and active citizen participation would be essential in achieving the objectives outlined in the strategic plan.

The meeting concluded with a commitment from both political and technical leaders to work together in advancing development priorities and improving service delivery across Kamuli Municipality over the next five years.

The engagement marks one of the first major coordination meetings convened by Namatovu since assuming office, setting the tone for what leaders described as a more collaborative and accountable approach to governance in Kamuli Municipality.
